| 摘 要： | 九·一八事变后,作为中国东北经济门户的海关也成为日本侵略的对象。日本通过操纵伪满洲国,向各海关派遣日本顾问和封锁税收,将积存各银行之税款没收,以优越力驱逐各关税务司,强制接收各关。与此同时,中国海关总税务司梅乐和所代表的英国等国对日实行的绥靖政策以及国民党政府的对日妥协,均对日本的侵略野心起到了推波助澜的作用。

| Abstract: | After the Mukden Incident,the customs,the economic gateway of Northest China,also became the prey of the Japanese. By manipulating the manchukuo regime,the Japanese sent advisors to the customs,thus the taxes were controlled,the taxes deposited in banks were confiscated,each tax department of customs was dispelled by 'overwhelming force'.
