| 摘 要： | “城中村”是工业化、城市化高速推进中出现的“一城两制”的城市社区。“城中村”改造的过程本质上是以城市发展与城市建设为主要脉络、从利益再分配和体制转换关系中折射出来的产权与市场、政府与农民的博弈过程。不同的土地产权制度对城市土地配置效率是不同的 ,城市土地的优化配置依赖于有效的城市土地产权制度。对“城中村”的改造是在现代城市管理体制主导下城市体制覆盖乡村管理体制、城市生活替代乡村生活的过程。对“城中村”的改造使农民失去土地 ,从而失去了与城市谈判的筹码 ,在城市化进程中处于被动和被分化的状态 ,农村真正融入城市生活的过程更被动、进程更缓慢。

| Abstract: | Villages in cities are city communities emerging with the rapid progress of industrialization and urbanization. The reformation of the villages in cities is, in essence, game activities between property right and market as well as government and peasants, which take city development and city construction as their strain and are reflected in the relation interest re-allocation and systematic transformation. Different institutions of land property right have different efficiency of land allocation, and the optimal allocation of city land depends on the effective city land allocation institution. The reformation of Villages in cities is a process of transformation overriding by modern city management system. In the process, modern city management replaces the village management system, and city life replaces the village life. The reformation of villages in cities had peasants lost land, which make them lose the premium of negotiation with cities. The peasants are in negative position in urbanization and are separated. The transformation of village life to urban life becomes more passive and slower. |
