| 摘 要： | 在创新素质发展的动力系统中,创新友好的素质发展环境是国民创新素质发展的外生动力,创新素质持续发展理念是国民创新素质发展的内生动力。只有优化国民创新素质发展的外生动力,激活国民创新素质发展的内生动力,才能形成创新素质发展的强大活力,促进国民创新素质在创新实践中快速提升,为创新驱动发展提供根本源动力。

| Abstract: | In the dynamic system of the development of innovative quality ,innovative and friendly quality development environment is the external driving force for the development of national innovative quality , and the idea of sustainable development is the internal driving force for the development of national innovative quality. Only optimizing the external driving force for the development of national innovative quality, activating the internal driving force for the development of national innovative quality, can it form the strong vitality of the development of innovative quality, promote the rapid improvement of national innovative quality in the innovation practice, and provide fundamental driving force for the innovation-driven development. |
