| 摘 要： | 公共文化建设是政府保障人民基本公共文化权益、履行政府公共职能的一个重要部分。黄石市公共文化服务经过30余年的发展，无论是在基础设施等硬件建设，还是在人才、制度等软件建设方面均取得了显著成绩。但是，社会的快速发展和人民群众文化水平的日益提高，迫切要求黄石市各级政府加大财政投入力度，提升公共文化建设水准，以满足民众的需求。在目前政府财力有限的前提下，黄石市公共文化建设突破的关键是，弄清财政投入的现状、效果和问题，积极探寻利用“小财政”获得文化大发展的对策。

| Abstract: | Public cultural construction is the guarantee for people＇s basic cultural rights and interests by the government, and is an important part of the performance of the government＇s public functions.After more than 30 years of development, the public cultural services of Huangshi city have achieved remarkable results in the infrastructure construction such as hardware and in such aspects as talents , the system of soft construc-tion.However, with the rapid development of the society and people＇s increasing cultural level, it requires Huangshi governments at all levels to enhance financial investment , and promotes the quality of public cultur-al construction to meet the people＇s requirements.Under the premise of limited government financial re-sources, the current key of the public cultural construction of Huangshi city is to find out the present status , effects and problems of financial input , then actively to explore countermeasures for the use of small finance to gain cultural development . |
