| 摘 要： | 在田径竞赛中，实施技术代表和技术官员的制度，是提高比赛质量的重要举措，本文就技术代表和技术官员的委派，他们应具备的条件，工作职责，工作程序与方法等方面进行探析。这对提高委派技术代表和技术官员重要性的认识，提高裁判员的理论水平和工作质量等，均有较好的现实意义和实用价值。

In this paper, we analyse the ways to appoint the technical delegate and techical of fieal, the condition, qualification, duty, working procedure and working motheds etc. It is a practical significance to improve the importance of the technical deletegate and techical offieal,the theorical level of referee, the working quality of referee and so on. |
