| 摘 要： | 十六届三中全会提出以人为本，全面、协调、可持续的发展观，是全面建设小康社会的必然选择，为全面建设小康社会的伟大实践提供了基本理论指导。在全面建设小康社会的进程中，以科学发展观引领全面建设小康社会的伟大实践，促进物质文明、政治文明、精神文明的全面发展；走生产发展、生活富裕、生态良好的文明发展道路；促进人的全面发展，成就全面建设小康社会的宏图伟业。

| Abstract: | The Third Plenary Session of the l6th Central Committee put forward a development viewpoint of taking people as the base, which was comprehensive, coordinative and continuous. It was the necessary choice of building the comfortably-off society in an all-round way, and it also provided the basic theoretical guidance for the great practice. In the process of building the comfortably-off society in an all-round way, it is important to lead the great practice of building the comfortably-off society in an all round way by the scientific development view, to promote the overall development of material civilization, political civilization and spiritual civilization; to take the civilized development road of production being developed, life being rich, ecology being fine; to raise people's overall development and to make great achievements of the comfortably-off society in an all-round way. |
