| 摘 要： | 我国森林防火体系中现行的野外火源管理制度与林区人民的生产、生活存在矛盾。要加强森林火险预警系统建设,建立森林火险预警响应机制,实现以人为本,科学管理,统筹兼顾森林安全和林区人民的生产、生活用火,科学调配有限的防扑火资源,提高森林火灾的综合防控能力,减少森林火灾的发生。
