| 摘 要： | 针对当前科技资源的相对滞后和效率低下的情况，我国必须围绕企业创新主体，按照市场机制配置科技资源向企业创新主体倾斜，形成有活力有保障的产学研合作创新体系，最终实现自主创新能力的真正提升．从分析企业主导产学研合作创新的内生性入手，剖析了当前企业主导型产学研合作中科技资源配置存在的问题，详细论述了几种典型的围绕产学研合作中企业主体进行科技资源配置的模式，对主管政府部门和产学研合作各方具有积极的借鉴意义．

| Abstract: | Facing the relative lag and low efficiency of science and technology resources at present time,China must allocate science and technology resources to enterprises according market mechanism,and construct an innovative capability in deed.Based on these,it firstly analyzes the inner causations of why constructing production-education-research cooperation system surrounding the firms.Then the problems of allocating S&T resources in production-education-research cooperation system surrounding enterprises are studied. On the basis of these analyses,it proposes several representative modes of allocating S&T resources emerging these years in market economy conditions,which are very meaningful for government and enterprises to improve the efficiency of production-education-research cooperation system. |
