| 摘 要： | 文章建立了我国海洋产业政策体系，并根据产业政策的功能将海洋产业政策体系划分为支持性、引导性和发展性政策三个模块。这三个部分的政策分别从缔造良好的外部环境、引导海洋产业健康发展和提供海洋产业中长期发展动力三个方面。共同促进我国海洋产业的发展。

| Abstract: | The article establishes a marine industry policy system of China, which is divided into three modules, that is, supporting policy, guiding policy and developing policy, according to the function of the marine industry policy. These three parts can jointly promote the development of maritime industries of China from the aspects of creating a favorable external environment, guiding the healthy development of the marine industry, and providing dynamic of long-term development for marine industry. |
