| 摘 要： | 搞好社会主义新农村建设,要以规化为龙头、高起点、有计划、分期分批进行;要以经济发展,增强农民收入为核心,推进农业产业化进程;要以基础建设施建设为突破口,统筹城乡发展;要不断完善各种配套机制,创造良好的建设环境;要以基层组织建设为核心、法制建设为保证,促进社会和谐稳定发展。

| Abstract: | Efforts should be made to put villages'planning as the capital priority and to accomplish the construction of socialist new villages at higher level ,as planned and stage by stage,and efforts should also be made to place economic development and increase farmers?income as the core to further speed up the course of agricultural industrialization, and as well efforts should be made to take infrastructrure as the breakthrough and make an overall layout of urban and rural areas to incessantly perfect all kinds of auxiliary mechanisms and to create a good construction environment,and further efforts should be made to have the construction of grass-roots organizations and legal construction as the guarantee to advance the harmonious and steady development of our society. |
