| 摘 要： | 采用统计资料和深度访谈等方法,对中国各级地方政府科技拨款的分布状况及其相关因素进行了分析。结果表明:地方政府科技拨款的差异程度大于经济发展的差异;而且地方政府科技拨款与当地经济发展状况和产业结构相关。经济越发达的地区,政府科技拨款越能够得到保证,而在经济欠发达的地区,情况则相反。

| Abstract: | Based on statistical data and in-depth interview,the paper investigates the distribution and relevant factors of local govern- ments' appropriation for S&T at three levels in China,which are provincial,municipal and county levels.It is found that the diversity of local governments' appropriation for S&T is much more significant than that of economic development.The research also finds that local governments' appropriation for S&T is relevant to their level of economic development and structure of industries.Government's appropriation for S&T is more available in developed regions than in underdeveloped ones. |
