| 摘 要： | 目前,大学行政权力泛化,学术权力弱化,背离了大学的特性。要回归大学本源,实现学术的自由与独立,需要进一步完善大学内部治理结构,倡导校长治校、教授治教、学生治学,使大学内部行政权力与学术权力适度分离,实行校长负责,两会管理,同时倡导大学院设计。国家和社会应根据大学内部治理结构构建的需要来确定大学外部治理的原则,以充分保障大学内部学术自治。

| Abstract: | At present, the university administrative power is generalized, and the academic power is weakened, which has deviated from the original characteristics of university. To return the origin of the univer sity and realize the academic freedom and independence, it needs to further perfect the internal governance structure of university, and advocate the president managing, professors teaching, and student studying, to make the university internal administrative power and the academic power separation, to execute the system that president is responsible, two meetings management, and at the same sign. The state and society should determine university external governance internal governance structure, so as to fully protect the internal academic time, advocating large college de principles basing on the university autonomy in university. |
