| 摘 要： | 建设高等教育强国,提升高等教育质量与水平是核心。准确认识高等教育质量与水平的内涵及相关概念的区别,是高等教育质量理论研究的逻辑起点。本文给出了高等教育质量与水平的定义,并从宏观、中观和微观三个层次阐述了高等教育质量与水平的内涵。高等教育质量与人才培养质量,高等教育质量与高等教育水平,高等学校的教学质量与高等学校的教育质量存在着密切的联系,同时也存在显著的差异。
