| 摘 要： | 土地沙漠化深层次的原因是以ＧＮＰ为核心的统计指标的错误导向，以及不合理的生态治理体制，治理土地沙漠化的主要对策应为，一是用绿色ＧＮＰ代替传统ＧＮＰ；二是改革国家投入不足，而老百姓治理生态的利益又得不保障的体制，并在税收、信贷和沙漠化土地的使用权方面出台更灵活的激励政策；三是培育治沙产业，使生态治理与脱贫致富相结合。

| Abstract: | This paper believes that the main reasons of the formation of desert are the wrong direction of the statistic characteristic, which is centered on GNP and the improper ecology governing system. And this paper puts forward three countermeasures: one, replace the traditional GNP with green GNP; two, increase financial support; three, develop the industry of controlling sands disaster. |
