| 摘 要： | 我国循环经济理论研究和实践都才刚刚开始,但是从发展前景上看,区域循环经济是发展的必然,也是增强我国产业国际竞争力的关键。目前我国区域循环经济发展的根本障碍是制度的缺位,因此应尽早建立关于区域循环经济的正式制度体系,包括技术创新制度、法律保障制度、经济制度、信息公开制度等,同时要大力培育有关的非正式制度,如加强区域环境经济的规划协调、培育民间环保组织、加强公众环境教育等。

| Abstract: | Regional recycling economy is a very important level in the development of recycling economy.This article deals with this topic from the angle of system economics.Firstly it makes an investigation into the great significance of the system construction of regonal recycling economy,the development of the system demanded by recycling economy and its function.On the basis of the previous analysis it stresses the general framework for regional recyling economy system. |
