| 摘 要： | 中央与地方关系是当前中国法治建设的重要命题。传统的、单一的行政途径不仅不能有效解决我国中央与地方关系，反而使中央与地方关系的发展陷入了困境。走出这一法治困境的关键在于实现中央与地方关系的法治化。为了推进我国中央与地方关系的法治化，我们应当以坚持“法律保留”原则为重心，不断完善相应的权限划分机制、权力监督机制等。

| Abstract: | Central and local government relationship is an important issue for the construction of rule of law in China. The traditional, simplex administrative way can not effectively solve problems of central and local government relationship in China, and even push the development of central and local government relationship to mess. The key to walk out of the mess is to realize rule of law in current Chinese central and local government relationship. To promote the realization of rule of law in current Chinese central and local government relationship, we should abide by the principle of reservation of law, and perfect purview division system, power supervision system, etc. |
