| 摘 要： | 公共危机信息预警能力是政府的一项重要能力，它由4个基本要素构成：公共危机信息预警资源投入能力，公共危机信息预警环境支持能力，公共危机信息预警管理控制能力以及公共危机预警信息活动能力。依据这一分析，构建政府公共危机信息预警能力初始评价指标体系，并通过专家甄别、指标相关性分析和判别能力分析等环节对初定指标体系进行分析、优化和调整，进而建立起相对完善、科学的政府公共危机信息预警能力评价指标体系。

| Abstract: | The public-crisis information pre-warning capacity is one of the most important government abilitits, it consists of four basic elements: resources input capacity, environment support capacity, management control capacity and information activities capacity of public crisis information pre-warning. Based on this, the paper constructs the government public crisis information pre-warning capability initial evaluation index system, and through the experts identify, correlation analysis and discriminant ability analysis, it optimizes and adjusts initial indicator system, then sets up relatively complete and scientific evaluation index system of the government public crisis informaton prewarning capacity. |
