| 摘 要： | 在邓小平允许一部分人先富起来的政策设计中，其自身就有两个防止两报分化的“免疫密码”：一个是“筑堤引流”，一个是“辐射共富”。读解邓小平的两个“免疫密码”，有利于消除人们对一部分人先富起来的疑惑和恐惧。不断健全和完善两个“免疫密码”，即使是在社会发展的未来不对先富阶层动“外科手术”，中国也不会出现两报分化。

| Abstract: | Deng Xiaoping's strategic principle of lettingthe minority be prosperous first implies two clues: minority taking the lead, and majority following suit. A comprehensive understanding of the two clues helps to relieve the confusion and the panic to enable minority rather than majority to be rich. Unless a surgical operation is done on those becoming rich first, China never becomes split apart into the extreme prosperity or poverty. |
