| 摘 要： | 本文以十七大提出的以人为本、全面协调可持续发展的科学发展观为视角，以“平等、参与、共享”为最终目标，通过分析探讨科学发展观的科学内涵，在正确理解这一关注中心由客体移向主体，标志着人类发展价值趋向的一个质的转变的科学发展观的基础上．对我国近二十年来所建立的残疾人社会保障的法律制度框架进行回顾和反思，力求对我国残疾人社会保障法制建设的宏观设计进行调整，并提出自己的一些重塑法律制度的宏观思路和建议，以资立法借鉴。
