| 摘 要： | 行政规范性文件是抽象行政行为的一种表现形式。它既与体现具体行政行为内容的其他规范体式的文件有 严格区别,又与抽象行政行为中的行政立法有所不同。行政规范性文件的适用应遵循合法、公正的原则,切实保护公 民、法人和其他组织的合法权益。

| Abstract: | Administrative Standard documents are a form of manifestation of the abstract administrative be-haviour. They are strictly distinctive from other Standard documents of concrete administrative behaviour, and differ from the administrative legislation of abstract administrative behaviour. Their application shuld keep to the lawful and just principles and safeguard the legitimate rights and interests of citizens, legal persons and other organizations. |
