| 摘 要： | 回顾60多年乡（镇）村关系的演变转化与发展创新，总体上它经历了三个阶段。即乡村政权下的领导与被领导关系、政社合一下的脐带式与民主关系和民主政治下的指导与协助性关系，但在中国民主政治的现实运作过程中乡镇政府与村民委员会间关系出现明显的异化现象：“指导与协调关系”异化为“非均衡性的交换关系”；村民委员会的“自治”异化为“半自治半行政性”；乡镇党委和村支部职能的越位、缺位和错位。在善治视阈下创新发展乡镇政府与村民委员会问关系，使两者真正实现精诚合作与良性互动，这是中国乡村民主政治的趋势所向。

On the Relations of Township Government and Villager Committee from the Perspective of Good Governance |

| Abstract: | While reviewing more than 60 years of the evolution and development of the rural relationship, we find that it has experienced three stages of the leadership and being led relationship under rural regime, the umbilical cord type and democratic relationship under the integration of government and commune management, and the guidance and assistance relationship under democratic politics. But the rural relationship shows a series of phenomena of alienation in the practical operation of democratic politics in China： the relationship of guidance and coordination becoming non - equilibrium exchange, villagers＇ autonomy becoming semi - autonomy and administrative, and the appearance of the offside, omission and dislocation for the townsthip party committee and villagers＇ party branch functions. Thus the innovation and development of the relationship of township government and villagers＇ committee in the perspective of good governance, making the two sincere cooperation and interaction, which is the trend of rural democratic politics in China. |
