| 摘 要： | 基于中国创新政策组成的框架，对1997-2008年中国中小企业创新政策的研究表明：虽然涵盖了创新政策框架涉及的所有主题和重点内容，但总体上中小企业的创新政策力度较弱、针对性和体系独立性并不强，这在组织结构、立法、金融资源、商业创新支持体系和人力资源政策方面都有所体现。迫切需要建设满足创新型国家建设的国家创新体系框架内的中小企业创新政策独立体系，并满足技术政策目标演化调整的需要。
