| 摘 要： | 本文通过描述武汉地区流入和流出的人力资本平均存量、结构存量,发现流入武汉市务工经商的劳动力高存量人力资本的比重很小。从职业特征看,主要聚集在技能型职业中。受武汉地区经济辐射力的限制,流入的人力资本主要是不发达省份低存量的劳动力,区域经济的发展没有受到发达地区的人力资本的关注;相反,流出的务工经商的劳动力存在明显的高存量人力资本外流现象。武汉地区人力资本在“入不敷出”的流入和外流的置换中形成了“抽血式”的流失,这是武汉地区经济竞争乏力、劳动力产业化程度低的根本原因。

| Abstract: | This paper explains the influence that human capitals get in and get out floating to economic development of Wuhan.The fact is getting into professions population as workers or businessmen that human capital the average stock is lower and the structure is not reasonable.However,it is getting out professions population who are higher stock.Most human capitals have fled developed regions such as Yangtze delta area or Zhujiang delta area.The analyses show that highly quantity human capitals at Wuhan have been substituted by such blood-letting way.The text point out,we should change the strategies. The concerned department of government should make a further plan to reform the bad system. |
