| 摘 要： | 课程改革是实施素质教育、培养合格公民的核心环节。基于对素质教育及其特点的阐释，本对当前基础教育课程体系中存在的与素质教育理念相悖的主要问题进行了剖析，提出要建立与素质教育相适应的新的课程体系。

Based on the explanation of Competence - Emphasized Education and its characteristics, the paper analyses the main problems that exist in current Basic Education and go against the idea of Competence- Emphasized Education, put forward the new courses system that is suitable for the Competence - Emphasized Education. |
