| 摘 要： | 十九大报告中深化体制改革的相关论述，高度概括性的揭示出目前中国足球发展的阻碍和矛盾。采用文献阅读、逻辑推理、分析比较等研究方法，对中国足球事业的现状加以剖析，基于深化体制改革在中国足球事业发展改革中发挥的重要价值进行探讨。基于可实践角度提出：细化行业法规，对违反职业道德、破坏行业公平的行为严厉打击、公开惩处。简政放权、责权明晰，使足球运动发展去行政化，决策以足球运动发展为前提。重视青少年足球体育教育，培养足球后备人才、打造中国人自己的足球队伍等政策。从理论层面为中国足球长期稳定发展，提供理论借鉴与参考。

| Abstract: | The related theses on deepening system reform in the report of the 19th National Congress provides a high-level overview of the obstacles and contradictions in the development of Chinese football. Using the methods of literature review, logical reasoning and comparative analysis, this paper analyzes the status of Chinese football and discusses the important value it plays in the reform and development of Chinese football. Based on the practical point of view, it is proposed to refine the laws and regulations of the industry, severely crack down on violations of professional ethics and undermine the fairness of the industry and publicly punish them. Decentralization, making the responsibility clear. The decision should be based on the development of football. Emphasis on youth football physical education, football reserve talents, build Chinese own football team and so on. It provides theoretical reference from the theoretical level for the long-term stable development of Chinese football. |
