| 摘 要： | 《国家中长期教育改革和发展规划纲要》提出要办好开放大学的重大命题意味着什么？这是中国远程开放教育改革发展的重大契机,也是广播电视大学对办学弊端进行大胆改革和制度创新的难得机遇,因此电大建设开放大学决不应是简单的＂翻牌＂。这就要求建设开放大学的顶层设计做好办学体制、利益机制、政策导向和教学模式的改革创新与合理调整,解决其深层次问题：大学与系统、直属与非直属、＂财权＂与＂事权＂、＂监管权＂与＂办学权＂以及质量标准和立法保障等。应以法规的形式赋予各级开放大学自主办学权,保障各级政府对开放大学的经费投入,明确开放大学是有别于普通高校的新型大学。
