| 摘 要： | “5．12汶川大地震”中，中小学生成为死伤人数较为集中的群体，中小学校舍成了重灾区的重灾点。学校教学建筑承载着重大的安全属性和政治属性，应当成为城乡建设规划的“特别保护区”。既往教育行政和公共财政对学校校舍建设管理过程中．重使用价值、轻安全价值的隐性缺憾在灾难中显性化。任何教育都比不上灾难的教育，它必将为公共决策提供坚实的依据。学校建设标准和防灾减灾常态教育有赖于国家的刚性立法。学校建设项目“安全第一”原则，绝不可因其它因素而降低执行标准，这也是考验政府公信力和行政力的必然要求。
