| 摘 要： | 我国对外开放经历了从政府政策主导型转向国际规则约束型、从据点型转向区域型再转向全国型、对外开放战略等转型；它具有中央政府主导型的强制性制度变迁、不断学习与实践、正确处理开放、发展、稳定三者关系和不平衡性等特点；稳定的社会政治经济环境、强大的学习能力、我国特色的对外开放模式是我国对外开放的基本经验；对外开放在促进经济和社会发展的同时也导致一系列新矛盾和问题。

| Abstract: | The opening policy in China has undergone several major turns from the government policy - oriented to the international rules - oriented, from a designated area to a region, to a whole nation, then to the outside world. It has features mandatory reformation of systems conducted by the central government, constant learning and practicing, properly handling the relationship between opening up, developing and keeping stability, as well as lack of balance. The basic lessons drawn from this policy include a stable social, political and economic environment, substantial learning capacity and an opening - up model with Chinese characteristics. Additionally, it is also important to realize that this policy has given rise to a series of problems and conflicts while promoting social and economic development. |
