摘    要:权力需要制约,对少数民族地区地方自治政府来说,从价值上判断其行为的有效性,分析并促使行政投入产出比的适当,均衡,是重要的约束手段,价值判断的核心是对政府业绩的评估,其方法有直接估价法,价值分解法,标准差异法等等,同时需要适宜的评估机制。

Abstract:Power needs restriction. For local autonomous district governments, judging the efficacy of their behavior from the view point of value, analyzing the ratio of their administrative input to output, and motivating them to achieve a proper and balanced ratio between administrative input and output are a vital means of constraining the administrative power. The core issue of examination is the evaluation of the government merit. The methods of evaluation include direct evaluation, value decomposition, and variation of standards. Accordingly there should be a matching evaluation mechanism.
