| 摘 要： | 公正行政是构建社会主义和谐社会的前提条件和必然要求。行政人员只有在行政活动中不断反省自己所扮演的角色，通过否定“经济人”角色，肯定“公共人”角色和自觉实现“经济人”角色向“公共人”角色观念的转化，才能使自己的行政行为符合行政伦理道德，实现公正行政，促进和谐社会的构建。
