| 摘 要： | 英国政府的政策制定者认为,创新是一个包括许多部分的复杂的循环过程,在这个创新循环中只注重一个方面的政策必将失败。因此,英国政府力图从思想的产生与获得开始、经过知识转移和消化,到最后的公众对新技术的信心和消费者市场,构建一个立体型的创新网络。分析了英国政府的立体型创新网络,提出了对我国科技政策的启示。

| Abstract: | The policy regulator of UK government regards that innovation includes a lot of intricate process of cycle in which paying attention to one aspect policy will fail. Thus,the UK government tried hard to build a multi-dimensional innovative network starting from idea generation and obtaining,knowledge transformation and digesting and public confidence to new technology. The article analyses the multi-dimensional innovative network of UK government, and puts forward guidance to Chinese science and technology policy. |
