| 摘 要： | 创新型人才既是教育培养的结果,也是劳动力市场使用的结果,但当前人们更多地把创新型人才的短缺归责于教育,其实,劳动力市场的缺陷可能是更重要的原因。劳动力市场的制度性分割抑制了创新型人才配置能力的发挥,收入分配问题扭曲了对创新型人才的激励。因此,为使创新型人才涌现,既有赖于教育的改革和发展,也有赖于劳动力市场的改革和发展。要继续增加和改善教育的供给,建立统一竞争的劳动力市场,使市场在人才配置中发挥基础性作用。同时,要衔接好教育与劳动力市场之间的关系,建立教育主管部门与劳动力市场主管部门的沟通对话机制。
