对高校人事代理工作的思考

摘    要:人事代理目前在高等院校中已经得到广泛实行,实践过程中存在的问题主要表现为人事代理人员的身份认同问题、自身发展问题、职称评定问题以及人事代理对高校师资队伍的影响。高校实行人事代理制度应注意:建立健全人事代理相关规定和政策,进一步促进政策的合理性和执行的有效性;进一步加快人事制度改革,完成从“身份管理”向“岗位管理”的过渡,从而最终实现人事代理人员和正式身份人员的并轨;避免人为设置障碍,鼓励人事代理人员提升学历,进一步发展。

Abstract:Human agency system has been widely implemented in colleges in China, while problems such as identity recognition problena,self advancement problem,academic title acquirement problem and faculty level influence problem were still exist in the execution. The following issues should be paid attention to when the method is implemented:firstly,relevant regulations and policies should be established and sounded in order to promote the rationality of policy and the validity of execution;secondly,innovations of personnel system should be accelerated and transition from identity management to position management should be accomplished in order to integrate the two kinds of stuffs; thirdly, man- made obstacles should be avoided, and educational promotion should be encouraged.
