| 摘 要： | 我国彩票业走的是先发行后立法的道路,彩票业立法相对滞后和监管不力,造成彩票业各种法律纠纷不断出现,信誉降低。为维护彩票业健康发展,各界人士呼吁尽快制定与颁布《彩票法》。回顾我国彩票法制建设历程,在分析彩票属性和彩票业管理和监管现状以及目前我国彩票业存在的问题和未来发展趋势的基础上,对我国彩票立法的相关问题提出了几点思考,也对今后我国彩票业健康发展提出几点对策。 |

| Abstract: | In China,the issue of lottery precedes its correlative lawmaking.The lawmaking of lottery is lag and in weak supervisor,which makes complications accrue at every moment,and thus debases the reputation of lottery .In order to maintain the healthy development of lottery ticket,people of all circle appeal to establish and promulgate "The law of lottery ticket" rapidly.The article looked back the process of lawmaking of lottey in China, analyzed the attribution,the present condition of administration ,the problems at present and the trend of future development of lottery.Finally the article provided several counterplans and considerations on lawmaking and healthy development of lottery in China. |
