| 摘 要： | 从目前辽宁省体育的投入和分配出发,分析了现阶段辽宁运动员出现的人员流失,运动员产权界定不清,奖金分配不合理等问题及产生原因,提出了解决对策。指出运动员人力资本“双产权”制度属于“过渡式”产权,未来体育人力资源产权的改革将沿着“国家—共有—私人”的路径发展;单一自由人产权是终级发展方向。

| Abstract: | The problems with athletes in Liaoning Province are pointed out： the drain of athletes; the ambiguity of the property right of athletes; and the unfair allocation of the awarded money. The causes for these problems are analyzed. It is pointed out that the way out is to practice the transitional property right system -- the dual property right system. |
