| 摘 要： | 从产生“民工荒”的直接原因入手,分析其根本原因在于城乡分割的二元社会保障体制。而社会保障制度在这个问题上并未能体现出公平性来,从而影响了社会经济效率。在社会保障制度不能处理好公平与效率的关系时,它的保障功能也就无从体现。只有打破城乡分割的二元体制,社会保障制度真正做到“非歧视性原则”才能提高社会经济效率。

| Abstract: | This text starts with producing the immediate cause " the neglect of peasant worker ",it is analyzed that its basic reason lies in a dual system that cuts apart in urban and rural areas.The social security system can not embody fairness on this problem,thus influenced social economic efficiency.When the social security system can't handle the fair relation with efficiency well,its guarantee function has no way of reflecting too.Break in urban and rural areas two system that cut apart only,social security system make sure " non-discriminatory principle " improve social economic efficiency really. |
