| 摘 要： | 随着后工业社会的到来,科层制存在的合理性基础遭到广泛质疑,其优点日益蜕变成为缺点。科层制模式自身的完善成为各国行政体制改革中首当其冲的问题。中国行政管理体制的改革必须结合本国实际,克服科层制的局限性,从重建行政伦理和加强民主行政等方面入手,走向后科层制模式。

| Abstract: | Along with the post-industry society's arrival, the rationality foundation of the bureaucracy's existing encounters to query extensively, its primary advantages increasingly transmutes into weaknesses. The self-improved of the bureaucracy mode became the break to reform in all countries, administration system. We should overcome the limitation of the bureaucracy combining the domestic practice and rebuild the administration ethics, strengthen the democracy administration, to mode it towards post-bureaucracy during the reform of chinese administration system. |
