摘    要:考虑资源环境的约束,利用方向性距离函数对中国30个省市的粮食全要素生产率做出了测算。研究发现中国从1997-2010年以来,粮食产量快速增长得益于生产技术和效率的进步,但其背后也造成了资源浪费和生态环境破坏。进一步对各个省市的粮食全要素生产率进行分解,发现粮食产量占比高的省份粮食生产率呈现出不断进步的状态,粮食产量占比中等的省份却相反,粮食产量占比低的省份粮食全要素生产率进步或退步取决于经济发展水平。最后基于粮食安全的视角,对经济可持续发展提出相关的建议。

Abstract:Here we studied the relationships between Chinese food security and economic sustainable development by measuring the total factor productivity of food, considering resources and environmental constraints, dividing output of the food sector into good outputs and bad outputs, and using the directional distance function to calculate food productivity in China's 30 provinces. We found that from 1997 to 2010 most provinces have resource waste problems; Shanghai and Sichuan are the best practitioners of food production. Thanks to rapid growth in food production technology and production efficiency progress, Chinese grain output increased year by year but also caused resource waste and ecological damage. A high proportion of grain production provinces are of a progressive state, but the proportion of medium-grain provinces are not. Based on the perspective of food security, we discuss relevant proposals for sustainable economic development. For example, advanced food production technology and management models should be the focus of the provinces;actively respond to the impact of external factors on grain production in China;and emphasize food production process emissions reduction and avoid high-growth, high-pollution food production. Different provinces should be made to increase food production while protecting the ecological environment. Overall, the Chinese food security situation is grim.
