基于分散优化方法的漳河流域水资源配置

摘    要:根据自然与社会环境的特点,跨界流域经常被看作是由具有自利性和异质性的相互联系的各用水区主体构成。实践表明以流域管理机构行政配置为基础的水资源集中优化配置模式不能很好地解决跨界水资源冲突问题。分散优化方法考虑各用水区主体的自利性和异质性,是解决跨界水资源冲突的可行水资源配置方法。本文以漳河流域水资源配置为实例,基于分散优化方法建立流域水资源配置模型,并将配置结果与集中优化配置结果进行对比。研究表明,分散优化配置模式通过多轮博弈,使系统内各主体的自利因子值相等。系统最终平衡在较小的自利因子值上,形成较优的配置方案。这种配置模式对于地方保护色彩浓郁、跨界水资源冲突不断的漳河流域,比集中优化配置模式更加符合管理目标。

Abstract:According to the characteristics of natural and social environment, a basin is regarded as the combination of interactive water users (agents). These agents have self-interest and heterogeneous identities. Centralized optimization allocation of water resources is based on administrative allocation of watershed management agency, and this mode considers all agents as identical. The centralized optimization allocation mode is not an effective way to solve trans-boundary water conflicts. However, the decentralized optimization allocation mode takes agents' self-interest and heterogeneity into account and is a feasible water resource allocation method for solving solve trans-boundary water conflict. Here we focus on the Zhang River Basin, Location, China and establish a water resources allocation model for the basin based on decentralized optimization methods. We compared the result from a decentralized optimization allocation mode with centralized optimization allocation mode and found that each agent in the system goes through several rounds of gaming under the decentralized optimization allocation mode. All agents have the same value of self-interest factor in the end. The system keeps balance at small values of self-interest and forms an optimum water allocation scheme. This is a bottom-up water allocation scheme and the Zhang River Basin has heavy local protection. The decentralized optimization allocation mode meets management objectives better than the centralized optimization allocation mode for the Zhang River Basin.
