摘    要:由于两轮农村中小学布局结构调整带来了诸多新问题,国家又要求保留或恢复部分农村小学教学点,此举为实现教育公平,解决人民群众切实利益问题发挥了重要作用。与此同时,仍存在办学规模过小、教学点条件落后和教师年龄普遍老化等现实问题。各级政府和教育部门应从实际出发,科学决策农村教学点的撤留问题,并合理投入,重点倾斜,整体改善教学点的办学基本条件;要合理定编,明确机制,优化配置,切实解决教学点师资力量薄弱问题;要设法提升办学内涵,因地制宜,创新思路,狠抓常规,确保教学处教育教学质量的稳步提升。

Abstract:Based on the new problems came up after two arounds of reorganized locations of middle school and primary school ,the national education bureau kept partial spots of rural countryside primary school place on behalf of people's real benefits ,w hich played an important role in balance the education re-sources .However ,the paper tells us that we still have some practical problems of backward conditions , mostly small -scale schools with too many aging teachers and so on .Therefore ,the paper suggests that governments at all levels and education department should pay more attention on rural primary schools , put investment at the places w here is deadly needed ,improving teaching quality by assigning more excel-lent teachers .Moreover ,the paper advises that the teaching quality could be improved steadily only by managing education resources rationally and creating new ways of practical solutions .
