| 摘 要： | 随着事业的进一步发展，乌鲁木齐市政府投融资平台出现了融资方式单一、缺乏良性偿债机制和负债偏重等问题。国家宏观政策的调整也迫使乌鲁木齐市政府投融资平台必须转型。规范建设乌鲁木齐市政府投融资平台的总体思路是“政府主导、市场化、规范化”；管理体制要实行业务主管部门和资产管理部门双重管理和考核；运行机制要建立以财政政策性和内源性融资为主体的资金注入机制，建立健全投融资机构的投资决策机制，建立科学的投融资机构考评机制、风险防范和控制机制、投融资资本退出机制。

| Abstract: | The present status of single investment and financing mode in Urumqi is gradually getting unfit for the city’s development.The national macro-policies of China,on the other hand,force Urumqi municipal government to change this mode.Therefore,the paper brings forward the idea that the investment and financing mode in Urumqi should be innovated---insisting on "government guiding,market-oriented,and standardization";the supervision should be tightened both by the business management agencies in charge and the assets management departments;the operation mechanism should be established characterized by fiscal policies and endogenous financing strategies in the mode of capital inflow.Urumqi government should also urge to establish or perfect the investment and financing decision-making mechanism,appraisal mechanism,risk prevention and control mechanism,and capital withdrawal mechanism. |
