| 摘 要： | "不发展"命题既有理论的合理性,又有实践的针对性。以公共图书馆理论为基础,刍议农村图书馆事业的"不发展"命题。首先,农村图书馆建设不是天经地义,它是阅读行为中以最小投入来获得最大社会效益的理性选择。其次,政府不一定会为农村图书馆的发展提供经费保障,发展经费不会来自经营运作,不能夸大社会力量的作用。探究"不发展"命题是为了对盲目发展的理性纠偏,"不发展"时也需要开展农村图书服务。
