| 摘 要： | 拓展创新系统研究对象,研究综合性国家科学中心创新系统建设问题.以大湾区综合性国家科学中心先行启动区松山湖科学城为例,运用创新价值链和创新机制等分析工具,构建综合性国家科学中心创新系统研究框架,分析松山湖科学城创新价值链,发现松山湖科学城已初步搭建链条完整的创新系统;全面解析畅通创新链条的协同机制、汇聚创新要素的保障机制和激发创新活力的动力机制,提炼国内外综合性国家科学中心先进经验,发现松山湖科学城存在基础研究薄弱、协同机制开放性不够、保障机制作用不足、动力机制激励性和全面性不足等问题,提出松山湖科学城要加强基础研究系统建设,构建开放式协同创新机制、汇聚高端创新要素的资源保障机制、全面激发创新活力的动力机制等对策建议.

| Abstract: | Expand the research objects of the innovation system, and study the construction of the innovation system of the comprehensive national science center. Take the comprehensive national science center of the Greater Bay Area as an example, use analytical tools such as innovation value chain and innovation mechanism to construct a research framework of innovation system for comprehensive national science center, analyze the innovation value chain of Songshan Lake Science City , and find that Songshan Lake Science City has initially built an innovation system with a complete chain. Comprehensively analyze the coordination mechanism of the smooth innovation chain, the guarantee mechanism that brings together innovation elements, and the motivation mechanism that stimulates innovation vitality, refine the advanced experience of the comprehensive national science center at home and abroad, and find that the Songshan Lake Science City has problems such as weak basic research , insufficient opening coordination mechanisms, insufficient function of guarantee mechanism and insufficient motivation and comprehensiveness of motivation mechanism, propose that the Songshan Lake Science City should strengthen the construction of basic research system and build an open collaborative innovation mechanism, resource guarantee mechanism that gathers high-end innovation elements, and motivation mechanism that fully stimulates innovation vitality and other countermeasures and suggestions |
