摘    要:目前机关事业单位存在薪酬制度与工作业绩脱节、晋升制度论资排辈、工资制度呈现大锅饭等弊端,对此,应引入企业化竞争机制,奖罚分明,科学设计薪酬结构。

Abstract:There are several malpractice phenomena existing today in governmental offices and units, such as the disjointment between salary system and personal achievement, the promotion system that is connected with the aualifications and record of service as well as the extreme equalitarianism of salary system, etc. thereupon, it is better to draw into the competitive mechanism of enterprise, dispense reward and punishment impartially, and design the salary structure scientifically.
