| 摘 要： | 分析了目前西部地区的人才资源形势，从西部智力资源开发的核心任务、人的素质与经济发展的关系、开发西部智力资源的政策导向及主导力量等方面指出西部大开发的根本问题是智力资源的开发。讨论了开发西部智力资源的约束条件及其克服，综述了目前外部对西部地区智力资源开发的主要支援方式。最后论证西部智力资源开发的根本出路是本土化，并对如何发挥高等学校在西部智力资源开发中的作用问题进行了讨论。

| Abstract: | This paper analyses present situation of brain resources in western areas in china. Firstly, from the aspects of the relationship between the quality of person and the development of economy, the kernel of task of intellectual resources exploitation and its tendency of policy and its dominant force, the paper points out that the intellectual resources exploitation is the basic problem of development in western areas. Secondly, the paper discusses restricted conditions of resource exploitation in western areas and summarizes main support methods by the external areas. In the end, the author arguments that indigenization is essential way of intellectual resources exploitation in western areas and discusses how to bring the role of higher institutes into full play in its exploitation of western areas. |
