| 摘 要： | 民国文官考试制度的产生有其特定的政治背景、历史背景和思想背景。民国时期呈现出明显的几个历史阶段：南京临时政府时期是民国文官考试制度的发端时期;北京政府时期是民国文官考试的发展时期;战前的南京国民政府时期是民国文官考试的进一步发展和完善时期;战后的南京国民政府时期丰富和完善了文官考试法规体系。在立法上,民国文官考试法制化建设有其突出特征;在运行上,尽管民国文官考试制度受限于当时的政治环境没能得以很好地施行,但仍有闪光之处值得我们借鉴和深思。

| Abstract: | The civil servant examination system during the republic period of China has its certain political,historical and ideological backgrounds. The Republic China is composed of several time periods： the examination system was started in the Nanjing interim government period,developed during the Beijing government period,further developed in the pre- war Nanjing national government period and perfected in the post- war Nanjing national government period. From the view point of legislation,the legal construction of the examination system has its prominent features; from the view point of practice,although due to the restrictions of its political environment the system was not well operated,it still has advantages worth rumination and reflection. |
