| 摘 要： | 教学研究型大学作为高等教育大众化进程的中坚力量,学术权力配置及相应的制度建设深刻影响着办学目标的实现。教学研究型大学的核心内涵主要表征为研究性教学及因校制宜开展基础研究和应用研究,在现实中教学研究型大学对学术权力制度有着自身的内在需求。通过整体考察、抽象大学学术权力的制度架构与运行规则,分析我国教学研究型大学的现实运行状况,初构其制度架构及运行机制为在学院一级实行教授会基础上的院长负责制;在校一级实行校长领导下的＂校务委员会＂和＂大学评议会＂共治型权力架构及其运行机制;同时辅之由内而外的学术权力制度文化认知框架。

| Abstract: | As the backbone of popularization of higher education, the construction of academic power system in the teaching and research university exerts profound impact on educational goals. The core meaning of teaching and research university is primarily characterized by research-based teaching and carrying out basic research and application-oriented research based on local conditions. In fact, the university has internal needs for academic power system. Through overall inspection and abstraction of the institutional framework of academic power and analysis of the reality of teaching and research university, a preliminary institutional framework and operational mechanism has been constructed as follows： firstly, implementing dean responsibility system based on professor committee at the college level; secondly, implementing the power structure shared by council and convocation both under the leadership of president at the university level; Thirdly, complemented by culture-cognitive framework of academic power system. |
