| 摘 要： | 文章从社会公平和社会效率的角度对“欠薪”问题进行了探讨，指出了其根源在于市场机制不健全和社会制度不完善，提出了要想妥善解决“欠薪”问题，应该发挥党的领导优势，制定工资兑现法、责任追究法和市场秩序法的建议。

| Abstract: | This paper, from the perspective of social fairness and social efficiency, analyses the problem of arrears of laborer wages, points pout the its root, which lies in the incompletion of market mechanism and imperfectness of social system.In order to solve this problem, according to the paper, we should give full play to the superiority of party's leadership and formulate the law of wage cashing, the law of responsibility investigation and the law of market order. |
