| Abstract: | A regional college or university should strengthen its social service functions. It is not only the ob-jective requirement for the regional economic and social development, but also the internal need of the develop-ment of the college or university itself. Therefore, it is an important means to promote the educational reforms and innovations and raise the practical administrative abilities of a college or university on the basis of sticking to the scientific concepts of development, to the scientific self-evaluation, to the perfection of its functions and to the lo-cal reality in the hope of making use of the major advantages and form the features of managing a college or univer-sity . |
