| 摘 要： | 目前,我国区域合作的瓶颈主要在于地方府际间深层次的利益冲突及利益协调问题。地方政府作为利益主体客观上处于一个纵横交错的立体网络式关系体系中,因此,走出府际间合作的困境可以从其所处的利益关系系统入手,尝试通过压力协调、动力协调以及内外联动的网络协调等模式,构建一种内生传导机制,实现合作参与各方利益的动态平衡,从而促进地方政府间区域合作的良性发展。

| Abstract: | At present,the main bottleneck for China＇s regional cooperation lies in the deep-rooted conflicts and coordination of interests between local governments.Local governments,as the main body of interests,objectively stand in a complex system.Therefore,to get away from the dilemma of intergovernmental cooperation,we should start with interest relationships,coordinate each other＇s pressures,motivations and interaction,and establish an endogenous transmission mechanism to achieve the dynamic balance of the interests of all parties so as to promote the sound development of the regional cooperation between local governments. |
